I think you are confusing canned packages with core functions.

IPSec (and DHCP6) is not a core function of IPV6, it is added on just
like DHCP to IPV4 and DHCP6 to IPV6.

The only difference is that DHCP and IPSec were invented after IPv4 was 
widely deployed.  There is nothing "built-in" about them.  

Like many people hwo don't look under the hood, you are just confused by
'sales pitches', and canned, turnkey packages.  The turnkey packages
work but only in a limited way. The entire network can't be run that
way.  I don't have time to teach you every little detail of IPv6 here.

If you think I've got the history wrong, well, I lived it.
