[BBLISA] Odd question about cfengine. Can this be done?

During a conversation with someone the question came up:
 "Can two different teams (i.e. SysAdmin and Application providers) have two different installations of cfengine in which both cfengine installations operate on the same systems (but different aspects of the system)?"

I know this sounds strange but the idea is to answer a question from a $BOSS and the two of us couldn't answer it directly. We're supposing usual caveats such as having to build our own cfengine installations.

(We believe that the question being addressed is having a set of configurations so that two different groups can manage different parts of the target systems.)
