This isn't unique to Apple, or any of the other UNIX-y derivatives
out there.

- There's no One True API to manage resolv.conf, or any other the
  files used by resolv() upon initialization.

- Most applications/daemons don't poll to see if any of resolv()'s
  initialization files have to changed, and hence fail to call res_init().
