I'm not sure precisely which one(s) meet your requirements, as I haven't yet
cared about multi-site...  But I'll drop the names of products I've used.

Jira would be my top choice generally.
Trac and RT would be tied for 2nd place.
Bugzilla and gnats would be my last choice, only if some team specifically
required them by name.
