Well, it depends on your boot loader and the filesystems you use.  
Having it separate is so that you can have / on a filesystem not
supported by the bootloader, but that is supported by the booted kernel.

Whether the bootloader needs to know about the filesystem at all is
another factor. Some of the PC bootloaders (lilo) just include a
blocklist of the secondlevel bootloader disk blocks and the boot config
in the primary bootblock.  Others, (e.g. silo) read the filesystem of
/boot to get their config and secondary boot information.

The 'reading the filesystem' scheme makes backup and restore easier,
IMHO.
