It's not clear what you mean by "from one scsi to another scsi". Do you mean
that you went from one box to another, or one scsi controller to another, or
both?
If either of the last two, did you update the initrd to have the scsi driver
for the new controller? It sounds like that wasn't done, so at boot there's
no driver for the SCSI controller, and therefore root can't be mounted.
If the original machine is still available, I'd create a new initrd file and
copy it over to the new machine and try booting with that.
