Scott,

It can be difficult to find a company that is willing to get you a clearance
although having one that isn't active should help.  Raytheon is pretty open
to obtaining clearances for new hires at least here in Hawaii.  I know you
said you don't want to directly apply for open positions, but you may still
want to check out their extensive openings by doing a search at
http://www.rayjobs.com.
